Fix mislabeled description for label visibility scale

Hi,

I am using 3.3.1 

I noticed that the label visibility scales are switched.     

When I go to set the minimum and maximum scales in the Visibility Range group on the Labeling tab, the pop up description looks like you are updating the "max" or "min".   But when you read the details in the text of the pop up description and based on how the text is visible  based on the scale, you are actually doing the reverse of what you thought you were doing.     Max is actually min scale and Min is actually Max.  See screenshot below.     Maybe in the next release that can get corrected, so the higher scale is in the Maximum and the smaller scale is the Minimum and it doesn't confuse someone else in the future.

Thanks for the feedback.  I'll look into clarifying that bit of contextual help.

I encourage Esri to add more contextual help/information/clarification so long as they maintain "scale" as a mathematical term.

Since a map scale is a ratio/fraction, a scale of 1:24,000 is bigger (maximum) than a scale of 1:100,000 (minimum). Since "zoom level" has an inverse relationship to scale (as you zoom out, the scale decreases; as you zoom in, the scale increases), it seems easy for users to become confused by the terms "max", "min", "big", and "small". Any contextual explanation Esri can provide will be helpful and much appreciated!
