Defining default value for "Allow assignement of unique numeric IDs for map service publishing"

When you create a new data frame the value of the property "Allow assignement of unique numeric IDs for map service publishing" is unchecked. The ESRI support says It's impossible to check it by default.

It's possible to define other properties for data frame but not this one with the ArcObjects.

More over I don't find any property or method that could do this. That's crazy ...

Not enabling Assignment of Unique Numeric IDs by default was a design choice of the ArcGIS Pro team to make users aware of the importance of assigning IDs. Many users complained in the past about breaking their maps unintentionally, unaware of the importance of the IDs. So this is a safety net for new users. experienced users are expected to set the default option in the settings if so desired.
