The 'Reference online content' option within the Create Mobile Map Package tool is very useful for publishing offline map packages that also include live layers. This allows mobile users to have critical data available when working offline, while also viewing real-time data when they do have cellular service. For example: an offline map of worker responsibility areas and access roads, that also includes real-time colleague vehicle locations for reference when user has cell service.
Currently when this option is checked, all layers that are sourced from a direct database connection (.sde, .gdb, etc.) are packaged for offline use, while any layers sourced from web services are referenced for online use. This is a problem for organizations that rely on web services to access all data. For these organizations, they have to export any web service data they want to be available offline to a scratch database each time they update the map package... making for an inefficient update process.
It would be great to have an option to configure the 'Reference online content' option layer by layer. When this option is checked, bring up a select-multiple menu that allows the user to choose which layers are referenced. Any layer you want to be live and referenced in the map package gets selected by the user like in this example screenshot.
