When converting unplaced labels to graphics, convert all labels that appear as unplaced prior to conversion. Ex: the label for NW 2nd Ave appears in red/unplaced as labeling:
But the converted graphics contain no label for the street:
The label for SW 2nd Ave -- previously placed -- is also not converted.
The help for 'Convert unplaced labels to graphics' seems to suggest that unplaced labels are converted to hidden graphics (?) -- but the grammar is unclear:
And since graphics don't appear in the TOC individually, there doesn't seem to be a way to unhide the graphic (if that's what's happening?). Again, the help is unclear -- regardless, it would be helpful if all my placed and unplaced labels converted exactly as shown, even if overlapping, when the box is checked.
Unplaced labels are stored in the graphics layer with their visibility turned off. In order to view unplaced/non-visible graphics, check Draw non-visible graphic elements on the Symbology pane.
Once those are visible, use the Element pane to toggle visibility of graphic elements.
