I apologize if this is already possible. But I find the Convert Labels to Graphics tool unnecessarily cumbersome when working in Layout view. With convert to graphics, you first have to activate your map frame in the layout, go to the graphics tab selector tool, and even after that, you can't change the dimensions of the text box for each label - you can only make the text box bigger or smaller but can't change the dimensions to make the labels stack or unstack. It would be much easier and more efficient if there were a tool that just converted all the labels to individual layout text box elements, so you could easily click each label either in the Layout view or in the Contents pane and move/resize it within the layout without any extra steps and without having to activate your map frame and risk accidentally moving your map extent. In cases where there are many labels in a layer, there could be a way to reduce the number of items in your Layout Contents pane by adding an optional "group label graphics by field" parameter so you can easily sort through the labels you are trying to find and shrink each group when you are done working with them.
