In ArcGIS Pro, you can convert feature labels to graphics, but there is no direct option to convert them into an existing graphic layer during the conversion process.
The current work around is to manually move the converted graphics into an existing graphic layer afterward.
I would love to see ESRI implement a way to place the converted labels directly into a graphic layer that exists in the Table of Content of the active map. It would greatly improve workflows!
