I would like the ability to edit basemap reference layer labels like we can in ArcGIS Maps for Adobe.
I often have to manually label streets as reference layers often do not fit my needs and fiddling with streets layer labeling properties is too time consuming and doesn't offer enough flexibility. Exporting to AIX and editing and moving around reference layer labels there for each map seems to be the best workflow.
However, it would be amazing if we had this ability within ArcPRO.
One option would be to convert basemap reference layer road names to graphics. This ability would default to convert labels at the map extent.
Another option would be to convert to layout text.
