Combine TOC "Display" and "Selection" functionality

I find myself switching between the "Display" tab and "Selection" tab quite a bit in 9.x (In 10, "List by Drawing Order" and "List by Selection"). To reduce the amount of switching between these two tabs/buttons, why not combine the functionality into one?  Here's my idea in10 highlighted in yellow below.  I also included what I wished was possible in 9.x:, so you can see where I am coming from:

Similar ideas:

• Layer Selection Checkbox on Top
• Change Selectable status of a layer in Drawing Order view
• TOC layers should have 2 check boxes, activate layer and allow selection
• Use checkboxes in each TOC layer to start editing, label, enable selection, show table, etc.
• Layer printability, selectability & locking

ArcGIS Desktop is in mature support and will be retired March 1, 2026 so we won’t be considering this idea. We recommend that you migrate to ArcGIS Pro, our fully supported desktop GIS application.
