Change Export Layout to have consistent behaviour between settings

In the Export Layout to PDF window, the user controls do not have consistent behaviour between them.

Image Quality goes bad to good from left to right, Raster Resample goes good to bad.

Vector resolution scrolls up for better, Resample ration scrolls up for worse quality.

Please change the UI to provide consistency between controls and therefore make it more intuitive to use.
