Cartographic Representations for all users

Hi, I would like all of cartographic representation functions are open to all levels of arcgis licenses. All users desire to make beautiful cards.
The same was done for Maplex and it is a very good initiative.

In ArcGIS Pro's symbol model, representations can be done at any license level:
