I recently found this page which seems to indicate that you CAN start, stop, and delete map services via an administrator or publisher connections (with ArcGIS Pro) but clearly that is not the case, so this seems like a discrepancy between the documentation and the software. The page is titled "Connect to ArcGIS Server from ArcGIS Pro" so it doesn't make sense that they are are referring to Server Manager functionality. Am I missing something?
I did receive the following update when reaching out to Esri directly on this. They acknowledged the missing functionality and are trying to work it into development plans for Pro:

Unfortunately we were not able to get this into ArcGIS Pro 3.5. I'll see what the capacity looks like for 3.6.
I had a look at this as well, if you toggle the version of the page to 10.9.1, this documentation is for ArcMap/Desktop. Looks like Esri just ported the old documentation over to the newer versions of documentation for server and replaced ArcMap w ArcGIS Pro. Pretty misleading as this functionality (Service admin functions) is not available in Pro as of yet.
@MDBowser That functionality has been asked for going all the way back at least to 2.0. ESRI even rejected it at during one of their UC's as users kept pointing out how important it was to them. Not to mention that it was built into ArcCatalog. I'm doubt it will ever materialize.
To Quote Jack himself from an email that was sent out:

This gives me hope that this will be added to Pro one day because this definitely qualifies as a change that will improve the "usability of our existing platform"..
I mean count the clicks... if you publish a service from pro, but then need to make a change to the service properties. It's about 10 clicks to launch AGS manager, Sign in, find the service in question, and then make whatever adjustments that need to be made. Incorporating the ability to configure services via ArcGIS Pro, by reducing the number of clicks it takes to perform these tasks is, in my opinion, the very definition of improving the "usability of our existing platform"
