I have verified this implementation. We can now change the selection tolerance of the Explore/Identify tool. It can be changed through Project - Options - Selection. Scroll down to the bottom of the selection options and place a check next to Buffer the clicked location to include features within xy pixels. (change xy to your desired value).

This is a great implementation and solved a problem for me, however I think I just found a flaw / bug in it. It doesn't seem to be honoured when sourcing the data from a web service. While I can click 'off from' a point using a direct connection to a featureclass and still have it returned, I can't do the same on the same dataset sourced through a ESRI REST endpoint (MapService). Whilst a MapService has a 'Tolerance' parameter that I assumed the buffer would use, I find myself having to still click exactly on the feature to have it return the identify result.
I'll submit this as a support / bug request, but it may be something that needs looking into as sourcing data from web services becomes more prominent,
