It would be nice if the “add callout” tool for “go to xy” gets available
There is an Enhancement Request - ENH-000123889 - Add the same functionality to the Go To XY tool in ArcGIS Pro as in ArcMap including the ability to add points and callouts.
Is this planned for 2.7?

Yes, development work is being done on this for 2.7.
Implemented in ArcGIS Pro 2.7.
