It would be nice to be able to set a reference scale for individual classes of features, similar to the way you can set label classes. An example would be showing major roads at all scales, while only showing lowere road classes at larger scales. This would eliminate much of the need to add layers multiple times and set up definition queries and reference scales separately.
I know it can be done through .Net coding, but it would be useful for those of us who don't do .Net programming.

Kory, This is awesome info but, we are talking about 2 different things. Display filters and reference scale display.
We have some layers where we want to keep sized to certain display scale and not increase in size as we zoom in and out. The idea is to allow users to set reference scale for each layer independently vs only having ability to do it from the map propoerties:
