Allow Pop-up hyperlinks to open files using relative paths.

A customer has requested hyperlinks to images in feature layer Pop-ups. It is possible to create a link to a local file with an absolute path, but the customer does not store the delivered project in the same path that it was developed in. Allowing Pop-up hyperlinks to use a relative path would solve this.

Desktop did this so I am missing it as I try to migrate some of my projects to PRO.

Implemented in ArcGIS Pro 2.9.  From Use hyperlinks in pop-ups

"Provide a relative path to the item, for example, ..\..\imageFile.png
