Please consider adding "Zero" as a possible value for Parity Left and Right within locators. The locators currently support: 'E' for 'Even' as well as 'O' for 'Odd'. However, locators do not support 'Zero' or 'Address Range 0-0' yet.
This Idea has been implemented in ArcGIS Pro 3.2. Please see the What's New documentation for more new features in Pro 3.2.
