Add "make this the only editable layer" to the layer context menu in a Layout

Somtimes while in a layout you want to edit the attributes of a layer to change a label or other derivative - while in the layout to see the change or impact of the change.

You can enable editing but you cannot specify which layer is editable without going back to the map and then the Editing Contents pane etc etc.

Add "Make this the only editable layer" to the layer context menu while in a layout so you can at least edit in the attribute table while in a layout.
