Add attribute filter to Primary Table data inputs for locators

When creating a locator, allow to add an attribute query to the Primary Tables to filter input data. For example, if you are using a table of addresses within multiple cities, but you want to use an attribute query to build the locator to use only a certain city. There could be a new button or something in the UI next to the Primary Table row to set an attribute query on the input data source. Where the red arrow is below is where the button could go.

If you added a definition query to the reference data used to build the locator, the Create Locator tool will only build the locator with the selected features. You would also get an indicator next to the Primary Table parameter letting you know how many features are selected. If you selected features manually, select by attributes, or select by location, the Create Locator tool would build the locator based on the selected features. No addresses outside of the selection or definition query could be found.
