Add a full manual legend mode

Add a legend fitting mode that is fully manual with no automatic anything.

Sometimes Pro seems to have a mind of its own between two different layouts and getting the legends to have the same size tiles, fonts, spacing, etc is a time consuming task of trying second guess and prevent any of the auto things to make a mess.

Just give us a full control mode where it is up to us to sort all the sizes, spaces, columns, etc.

Hi! You can convert the legend to graphics and get full control over everything. Does that work in your scenario?

Hi @AubriKinghorn   -  no no; I don't want to draw a manual legend graphic. I just don't want Pro to resize & adjust anything anywhere anytime by itself. Call it ArcMap mode if you want.

To expand on this.

"Manual Legend Mode" should be in the main app settings, not per project, so that when you start a new project you can create a legend, set the fonts and spacing, then create 50 maps/layouts/(copy/save-as projects) and have them all look the same. Currently you have to check each layout to make sure something did not convince Pro to tweak the size or spacing in some way. Doing it for 2 maps is fine. Doing for 50 is just wasting time. Finding 1 out of 50 is larger/smaller and then trying to find which parameter Pro has an issue with is time I cannot bill to a client, nor Esri.
