I am working with a US State Department of Transportation on a statewide Right of Way GIS solution.
Are there any examples of State DOTs who have deployed Parcel Fabric successfully on a statewide basis?

Yes, several state agencies have implemented the ArcGIS Parcel Fabric to manage their rights-of-way (ROW), easements, and fee simple properties.
Caltrans, Hawaii DOT, Idaho DOT, and Montana DOT are currently using the parcel fabric, though they are at varying stages of implementation. Idaho DOT, for example, began with the ArcMap Parcel Fabric before transitioning forward.
I have also seen interest from the Rhode Island DOT and Florida DOT; however, I am not certain of their current implementation status.

Caltrans presented at ESRI UC 2025. Their Enterprise Parcel Fabric consisted of a number of Fabrics defined by District and Projection. New parcels were entered via CAD import, already survey located, so no Fabric control point network was needed as part of import process. Good stuff.
