Change the Default COGO Line Label Expressions

When adding a COGO line to a map, the label expression added by default is quite intense. The comments are helpful for users who wish to dig in and modify things, but it can still be a bit overwhelming.

Now that the Arcade function ConvertDirection is available, I think it would be helpful to replace the default expression with something a bit more concise.

We have worked with the Arcade team on the new ConvertDirection function. We have modified the default label class to use it in ArcGIS Pro 3.0.

The label expression for COGO lines has been improved in Pro 3.0.

Improvements include the use of the new ConvertDirection Arcade method.
