Allow 'Reconstruct from Seeds' to work for overlapping seeds

Currently, the Reconstruct from Seeds (as well as build active and build extent) will not work if you have overlapping seeds. You can click the button, but the tool does nothing. You have to delete your overlapping seeds, or, use the workaround we are using: move all but 1 of the overlapping seeds outside of the closed loop of parcel lines> reconstruct from seeds> move another overlapping seed into the area> reconstruct from seeds> move another overlapping seed into the area> reconstruct from seeds, etc. It's ok as a workaround, but certainly not efficient. 

We would like the ability for the reconstruct from seeds tool to work even when there are overlapping seeds. One use case would be air space parcels - we typically have 4 or 5 air space parcels stacked on top of each other. If we need to shrink these air space parcels to seed, when it comes time to rebuild them, we would have to use our workaround of moving all but one of the seeds out of the closed loop of lines that bound the air space parcels> reconstruct> move another seed in> build, etc.

Yes, we have decided not to 'hide' historic parcels with a definition query, so if the shape was incorrect and requires modification before we add in a new subdivision, we would clean up. This keeps the genealogical path of parcels from their origin to their current state clean, and also avoids unexpected error when performing least square adjustments.

We also have other parcel classes that share boundaries that may require correction at the same time, for example, when an interest (in the Encumbrance parcel class) shares natural boundary with a subdivision (in Property parcel class).

Sorry for the thread necro, but we've only been using the Pro Fabric for a little over a year now and I just stumbled on this issue.

 

In our situation, we have several "shared interest" tax parcels across our county, especially in plats.  While there is typically a "parent" parcel number, we have copies of the geometry associated with the each shared parcel occupying the same space.  The purpose for this is to assist the department that handles land transfers so there's a visual representation of a parcel (and associated pieces) on the main county web map (see picture below).

So last week I was doing some cleanup work on parcel boundary curves that were left over when we converted from the ArcMap fabric a year ago.  As I don't want to be creating historical records for this work, I was using the Shrink to Seeds / Reconstruct from Seeds method, outside of a record.  Everything went well until I went to expand the seeds in this particular area (see picture below).  Ultimately had to abandon 2-3 hours worth of cleanup work because I couldn't figure a solution at that point in time as to why it wasn't expanding.  Figured out the whole, "expand one seed at time" trick, but there are some areas in the county that have 30+ associated tax parcels stacked up, and I'd rather not have to manually manipulate each seed every single time I need to make any edit.
