The author provide this answer: "Simply put, Web GIS is a pattern, or architectural approach, for implementing a modern GIS. It’s powered by web services—standard services that deliver data and capabilities, and connect components."
The ArcGIS Parcel Fabric utilizes standard web services that deliver data and capabilities through the parcel fabric service. Today, ArcGIS Pro uses these services and capabilities to manage land records for many of our clients.
Looking to the future, we envision these same capabilities provided through a web browser. Please help us define the requirements and your expectations of editing through a web app by taking a few minutes to respond to this survey.
