When to publish data in a web map vs. a web app

Is there a resource or some type of decision tree out there that helps outline when one should publish spatial data to a web map on ArcGIS Online versus developing and publishing data to a web application (using the Javascript API as an example?) I'm struggling a little bit when I should use one versus the other. Anyone have experience with this? Thanks in advance.

Hi Casey,

The Web Apps are still based off of a Web Map. The benefit of the Web Apps is that the offer in some cases a cleaner layout or special functionality. You can choose to publish using the default apps or download and configure them.
