WebMap opening only on specific devices

I have a web map that serves as a shared database in my organization for ecological monitoring and field data organization. The map is sourced from a hosted feature layer.

Recently, we are having issues where the webmap is only opening on specific devices. Even while using the same login credentials on each computer, one laptop will not open the web map. I have tried opening it in different browsers, signing out and signing in, checking for any updates to ESRI products, and restarting the device. Interesting enough, the web map will open in map viewer classic on the troublesome device, just not in the newest version of map viewer. 

Are there specific requirements that a computer must meet in order to use map viewer that I should check for? Has anyone run into this issue before? The computer is a Lenovo Thinkbook for reference.

I am having the same issues except with a published web layer and dashboards as well.

When you say wont open do you get prompted for a login or do you see a white screen? Does your machine having the issue have a browser that supports WebGL2?

Our latest web apps will have these same base requirements:

I am prompted to login and once I login, I receive this error for the dashboard.

Are you able to share that layer to a group and invite russell_jsapi to it and I can take a look.
