Web map with own tile layer and popups?

In my Portal web map I don't want any third party baselayers just my own Arcgis Server tiled layer. So far I have managed to set my own layer as basemap, but in this way I couldn't configure the popups. Is there as workaround for this? (I guess I would need an option to have just an operational layer.) 

I have Portal for ArcGIS and ArcGIS Server, both are 10.3.1 version.

Adding the tiled layer both as operaltional layer and baselayer seems to solve the problem, but it's not so elegant...plus from a performance point of view it is also not convenient...
