View creation keeps failing

Health dashboard shows everything green but I can't seem to create views at the moment. I am attempting to create a basic view, stripping out a few fields so it can be made public....yet it keeps failing inexplicably. This is happening on any service I attempt. What gives?

Is it a requirement to be a view layer?  Can you try a standard hosted feature layer instead just to see if that works?
