Using ESRI basemaps

I am trying to create a map in ArcInfo and I would like to use the topo basemap for the area.  How do I add this basemap into the mxd?  I received an email saying that these basemaps were now free to the public.

You can go here to find links to the basemaps...

The basemaps work in 9.3 or later. The don't work in earlier versions because the coordinate system (Web Mercator) was not supported.
