User with Contributor and Editor Unable to Open Instant App

I made an instant app to edit features. It is shared to the organization. One user cannot access it and is given the "Request Permission" screen, as shown in the snip below. There are other users with the same user type and role that can access instant apps but for some reason this one cannot. 

Any idea on where to look?

It might be due to caching the invalid tokens in browsers.

Please ask the user to clear the browser cache and cookies.

Please ask the user to re-login and check.

It could have to do with the permissions required for this template. The Web Editor instant app template, like the Web Editor app itself, is limited to users types Creator and above (Creator, Professional, Professional Plus) https://doc.arcgis.com/en/web-editor/latest/get-started/requirements.htm

Is the user able to access other Instant apps that are not based on the Web Editor template?
