Is there a user permission that does not allow the user to publish to the world?
We have ArcGIS Online for Organizations and I thought the User accounts would at least limit their publishing to the Organization.  Otherwise, what distinguishes the difference between Publisher and User?

Any chance of creating a ReadOnly account option?

Users should not be able to publish services, however, they can create web maps and share them. There is an option on your organization (Edit your org settings) that prevents all users, excepts admins, from publishing anything publicly.

Great.  I looked it up and see the "Members can share content outside the organization."  check box.  So if I uncheck this box the Admins will still be able to share maps?
I don't want to shut off everyone, just those that have 'User' privilege, not the Admin and Publishers - am I out of luck and we just need to get Portal setup behind our firewall?

Only admins will be able to share items publicly if you configure the organization to disable public sharing.
