Trying to create a simple street map - failing miserably!

I am SO NEW TO THIS world of mapping. I have been given a task and finding it miserably impossible to complete. I just need a map of all the street roads in one county in North Carolina. Just street roads. I need to be able to create a digital file (1920 x 1280 pixel dimension) that I can print to about 24 x 36 inches. Since I can't find a paper map, or an existing PDF, so I decided to try my hand at making one. I am having the dickens of a time. Is what I'm asking for too "simple" for the sophisticated tools I'm struggling to learn here? Any helpful suggestions will be greatly appreciated.

Without knowing what you're already trying it's hard to help. You should be able to find a bunch of free data out there (https://connect.ncdot.gov/resources/gis/Lists/DataLayersTextAnnouncements/AllItems.aspx). You can bring just these layers into a map. AGOL or Pro.
