Trouble adding layer

I'm having trouble adding a layer to a map. The layer has been used in another map, but I'm not sure how to add it to the one I'm working on now.

The layer I'm trying to add is at this URL: https://imw.maps.arcgis.com/home/item.html?id=f1144844b6bb4663bc9cb2275662f283&sortOrder=desc&sortFi...

I add this layer as an ArcGIS Server web service, and I include a tag. But at the end of the add layer operation, I get this not very helpful message:

Error

There was an error while adding this item.

How can I debug this situation?

Hi @AndyKubrin

it looks like the only options they give you are to open in Pro or in Map Viewer Classic. If Export were an option, it would appear on the same page. 

You may be able to find similar data that you could use in Map Viewer by searching for open GIS data based on the layer title. 

You can search in Map Viewer by clicking Layers> Add > Browse > ArcGIS Online:

or simply use your favorite search engine.

Hi @AndyKubrin

It looks like that is not a hosted feature layer. It may not be accessible in Map Viewer. The options it displays are to open it in Map Viewer Classic or ArcGIS Pro.  Was the previous map you're referring to created in Map Viewer Classic?

Hi @EmilyGeo,

I wondered why I could only open that layer in Map Viewer Classic.

As for the original map that I inherited, I don’t know if it was created in Map Viewer or Map Viewer Classic.

Is there a way I can convert that layer to a form I can use? Can I export its contents as a CSV, maybe, then import the CSV?

Also, would such a maneuver be an acceptable practice in the ArcGIS community?
