Tile cache level extent blurry

Has anyone experienced an issue where you build a tile cache and share it to your Enterprise portal, add it to map viewer as map tile layer and some of the LOD have a blurry area? I had built 21 LOD and came across some areas when I zoom in, the text and lines are blurry, but if you zoom in further, it becomes crisper/clearer. Areas right next to the blurry areas are crisp and clear.
I'm not sure what's causing this. Any help would be appreciated. Please see attached pictures.
