Let me set up the scenario:
I add a Feature Layer from web to my ArcGIS Online Web Map.
I change the symbology for the Feature Layer within my web map.
I save the web map.  Everything looks great.
My boss tells me that she wants to see a different base map upon opening my saved web map.
I re-open my saved web-map, change the default base map say from Bing to Topo.
I save my web map.
When I re-open this web-map whether in ArcGIS online or through ESRI ArcGIS app - the symbology that I originally set and saved in ArcGIS online web map returns back to default symbology.
I can go back to my ArcGIS online web map and symbolize again and save, and the symbology will be back to normal.
It goes back to default, however, if I open my web map and click 'save' again.

Any thoughts on this?

Also, it seems to only return feature layer symbology back to default - I have shapefiles from my local drive in the map that are symbolozed and their symbology stays as is.

a quick fix for this is just to open your map in ArcGIS Explorer Online - and make changes and save from there.

We are seeing the same behavior. Sometimes fixing it ArcGIS.com map viewer works, sometimes not. Sometimes fixing it in ArcGIS Explorere Online fixes it and sometimes not.
