Setting transparency through url parameters

Is it possible to set the transparency of a layer through url parameters?

Alternatively, when opening a web map with two layers designated by url parameters, is it possible to open the map with one of them turned off/unchecked?

And while I'm on the topic: is it possible to add feature services to a web mapping application using url parameters?
