Simple Questions,

I want to send a presentation link from a not shared map to someone without an AGOL account.

1) If I copy the presentation link into an email and leave the setting "not shared" can the recipient just receive a Read only slide show?

2) Even if it is a public map and you send a presentation link. When the person opens up the presentation they can switch to Map mode and start editing the layer files?

3) Again, what is the cleanest way too just send a read-only presentation without opening up your data to the world?

The web map needs to be public in order for anyone to view the presentation.  The person viewing the presentation could get to the map and make changes, but the wouldn't be able to save those changes to the map, because they don't own it. The could only save a copy of the map as their own. Note, however, if your map references a feature service with editing enabled, and that feature service is not secured, then anyone would be able to edit the actual data. Perhaps your best bet is to make a static map presentation using powerpoint if data security is an issue.

Yes, a static PowerPoint would be fine in some cases.

There is no exporting AGOL Presentation Slides to PPT correct?

Also, is there anyway to simply export the slides as a raster image to just drop on a PPT slide?

No, there is no export capability. You'd have to use the native screen capture ability to create an image to drop in your powerpoint presentation.
