I'm having difficulty publishing a set of layers properly to render them together in a local web scene. The layers are:
All three layers are in EPSG:6494, NAVD88 VCS. I've confirmed this several times. The three render as expected in a Local scene in ArcGIS Pro.
After uploading them to AGOL, I open the 1st one in a scene viewer. Because the data is in a local projected coordinate system, I then open it again in a new local scene in the browser, dropping the default base map as required.
The error I consistently get after trying to add a second layer (no matter which order comes first) is "Scene Layer needs to match the scene spatial reference. Create a new local scene to add this layer".
However, both are in the same coordinate system.

Question - when a new local web scene is initiated in the browser, what coordinate system does it assume? Why are these two layers not able to be viewed together in the same local scene?

Edit: Originally I listed three layers above. The third was an elevation layer derived from the bare earth DEM of the same dataset. However, I omitted it to isolate the problem, which is still present with just the two layers.
It turns out I had an issue with the configuration of additional coordinate system data. For those who are not aware, you can download additional coordinate system information, including vertical coordinate systems with transformations from the downloads section of your MyESRI page. If you are working with local projected coordinate systems and you need to re-project your data, the transformations and additional VCS data that can be downloaded are necessary.
