Publish or Create an ArcGIS Server Map

Is there an way to publish a layer or MXD to an ArcGIS Server Map to be used upone ArcGIS.com Maps services?

Currently, there is no way to dynamically make a map service out of a map or layer that you upload to ArcGIS.com. We are, however, currently working on the ability to "web enable" layer packages. This will likely be a premium (for fee) feature.
