Portal for ArcGIS - Webmap locate by layer attribute

I am having problem with configuring Locate by Layer within WebMap inside my Portal (10.3.1).

After configuring "Locate by Layer" as showed below, I cannot search inside WebMap by typing keyword in search box.

However, if I added the same Layer onto ArcGIS Online by using its URL, then I could search inside WebMap by typing keyword in search box. Service URL:https://gisportal1.hcmpc.com.vn/arcgis/rest/services/GISSAIGON/LuoiDien_KT_A/FeatureServer/2

I am not sure what happening with my Portal for ArcGIS. Please give me advice how to inspect and solve this issue.
