Hi,
I'm attempting to add a hosted scene layer and getting an error message that the Normal reference frame is incompatible with layer spatial reference.

I'm looking at How to Publish Scene Layers in ArcGIS by Russel Roberts and am finding that I don't have all of the options. I'm wondering if this is why I'm getting the error message. If yes, do I need organizational permissions? If not, thoughts on why I'm getting the error?

The first thing I'm noticing that the one in the the tutorial is a hosted feature layer and on your map it is a scene package.
These two have different capabilities and why you are seeing different options take a look at this information:
There is a few different options that are stated in the article:
This will publish a hosted layer. Go to the hosted layer>Publish>Scene layer
