moving layers up or down on AGO

Is it not possible to move your layers up or down in AGO if they are not hosted by ago. I have several services hosted on our dmz that I have added to a map in ago. However it does not allow me to arrange them in the TOC. But I have a map with shapefiles that I uploaded to ago and I am able to move them just fine.

Hi Erik,

There are some requirements for the order of layer types in ArcGIS Online Web Maps. You can read more about this at this link.

Are the services on your DMZ ArcGIS Server Map Services?

The general base feature layers are displayed on top of tileset layers (map, imagery and tiles). In terms of reordering feature layers, you can reorder feature layers among themselves, but you cannot move a map layer on top of a feature layer.

So I discovered that you can only move layers up or down in AGO if your layers come from the same source. So since my one map has all layers hitting my dmz I can move layers up or down. But if I add a layer that I uploaded to AGO to my map I cannot move that layer. Is this a bug? or just how AGO works
