Move Map Notes Down in Content/ Turn off Pop-Ups

Hello,

I am having trouble with using map notes. I want to draw a simple line/ polygon to delineate certain streets - in this case, a street in Jacksonville - but I am having two issues:

1) There is no way to turn off the pop-up. I only want the green line in this instance to be there for cosmetic purposes.

2) I cannot reorder the map note. The line overlays my points, which is bothering me. I want the points to be shown on top of the line, but the 'Move Down' action is greyed out (see picture).

Any advice? I appreciate your time in advance!
