MapViewer Options disappear

1. Hi I'm trying to use the effects option on this map bit when it's viewed in MapViewer, the option disappears along with a few other options on the right. How do I fix this?

What is the layer type you are trying to use effects on? 

You can find this out by expanding the Information button.
