Map Viewer is forcing attribution of new point features

Hello,

We have a streetlight feature layer that I would like to collaborate updates on.  However, when attempting to edit/create a new streetlight feature the tool is forcing you to select a attribute first.  In this case it is the "district", pulling from the existing data and not allowing for creation of a new streetlight without any associated district.   
I have made sure that the settings allow null values, are editable, and do not have a default value for the field in question.

I also notice that certain roles or user types are able to add the layer with "full editing control" in map viewer classic as a work around but can determine why this is happening.
Hopefully I am missing something simple.

After some trial and error, it appears that creating new features in the web map editor is driven by the feature symbology used when the  layer is published.   Tip: publish web layers with basic symobolgy if you require freedom with online feature editing/creation.
