Map doesn't contain a required layer type when uploading a Vector Tile Service (.vtpk) file

I am trying to upload a .vtpk file and am getting this error-

I have layer type set to Vector Tile 

I have followed the instructions listed here- https://pro.arcgis.com/en/pro-app/3.2/help/sharing/overview/vector-tile-layer.htm

But am still getting the same error.. I am not sure what I am missing?

A tile package is different than a tile layer. Did you try publishing the whole map?
