When I visit the Item page for the service, I can see that only one of the layers "Áreas potenciales de compesación (etapa 1)" is public, so it could be added to a map using its URL:
https://services3.arcgis.com/lJPpeQVgQ9Gdmm11/arcgis/rest/services/Areas_potenciales_de_compensacion....
However, all others are private and not accessible except through the link provided.
When you say "... once I download the file ..." would you please describe what you mean by this?
