I'm using ArcGIS 10.3 Desktop. When I try to set a visible scale range for labels for any layer, it doesn't seem to be working properly. I have set the zoom levels and the labels still show up at all zoom levels. I've tried reloading the shapefile into my map, but it doesn't help. Every layer seems to have this issue. I'm looking to turn labels off when zoomed out beyond a certain level, such as 1:100,000, but nothing seems to be working.
Also, when I try to select <Use Current Scale>, it defaults to <None>.
