Is it difficult to ESRI to improve Unicode support in ArcGIS online product?

Since I have been working on ArcGIS online, I have issues with displaying text in my language.
I cannot imagine that ESRI unable to properly display Unicode character on ArcGIS online properly, just wondering if it is it that difficult, or ESRI simply does not care?
paying thousands of dollars and not able to display your text on map viewer.
I posted this issue several times, but still not fixed.
