There have been intermittent issues with hosted feature service publishing and related work flows this morning, you can monitor the status on the ArcGIS Online Health Dashboard (http://status.arcgis.com/).
The issue is being addressed and should be resolved soon, my guess would be the behavior you're experiencing is a result of this.
