Importing a .csv as hosted feature layer returns error 'invalid object name PublishJobs.'

I can import it as an ordinary map layer just fine but I can't seem to import it as a feature layer as per title. I've played around with the formatting in the .csv and nothing seems to help, it won't even import a single line file. Google and esri help didn't have any info on the issue, so would appreciate any help.

Yes I've followed the instructions for uploading, i have sufficient privileges, and my csv is formatted according to those requirements.
